Joined but No Communication (Delivery Status:Failed)

We are waiting for your help regarding a situation we have seen in a LoRaWan project where we use Actility.
The server sends a join accept message to the end device and the end device receives this accept and joins.The server sees this device as not being Joined even though this module has been Joined.
Due to this situation, even if the end device send uplink with the device address it receives, the server does not see these uplinks.
When this situation occurs, we usually see the errors "Delivery Status: Fail" and "Delivery Failed Cause on RX2: Class a: Too late for RX2(B0)" in the message.
Is there a possibility that the Network Server sends the "Join Accept" message to the Gateway end device even if it reaches these error states?
Can a fix be provided on the Actility side to prevent such a situation, i.e. if an error occurs regarding the "join accept" downlink packet, this message should not be physically sent to the end device at all, etc.
